Michigan education advocates spar over the definition of “equity.” Some say all schools should receive equal funding per pupil, while others claim some should get more, to address the needs of different student populations.
In Michigan, the foundation grant is the basic building block of a school district’s budget. It is the amount of money districts get per pupil, and is funded by state aid and local property taxes. Schools also receive federal grants depending on how many students qualify for free or reduced-price lunch.
